The team set out to transform the waterfront into a vibrant, human-centered district where urban life, landscape, and leisure are seamlessly connected.
By prioritizing people over purely commercial drivers, the masterplan creates inclusive, active spaces that invite movement, social interaction, and a lively coastal life.
Project Info
Interconnected waterfront spaces — from harbour edges and boulevards to parks and residential streets — are carefully choreographed to frame views, encourage movement, and support everyday and seasonal activities.
Design Development
The masterplan was shaped through a research-led, people-focused process, using urban analysis, case studies, and user insights to guide massing, hierarchy, movement, and programming.
The Downtown Mina District is strategically positioned to connect Raha Island, Hayat Island, and the mainland, serving as a vibrant hub for leisure, entertainment, and waterfront life.
The masterplan links life, space, and buildings, ensuring public activity shapes the design and that buildings activate the public realm.
The masterplan unites multiple plots into a single district with 315,204 sq.m. GFA, supporting diverse uses while keeping a human-centered approach to density and activity.
Everyday amenities are placed along secondary streets and district edges, supporting daily routines, accessibility, and neighborhood-scale use while easing pressure on main streets.
The boulevard serves as the district’s main commercial spine, guiding movement to the harbour and creating a continuous flow of activity from urban retail to waterfront destinations.
Community facilities along park edges support everyday life, while waterfront promenades host public activities that encourage movement, gathering, and engagement.
The district’s green framework transitions from active urban parks to lush landscapes with water and planting, enhancing ecology, recreation, and connectivity.
Active spaces center on the harbour, with everyday activities along promenades, parks, and the commercial spine, creating a layered, vibrant public realm.
Social life, environmental design, and movement are layered across the masterplan, with daily activities, seasonal events, and biodiversity creating a lively, resilient urban environment.
Initial extruded masses, if aligned directly, could block key sightlines. Strategic rotation and shifting optimize views and spatial quality.
After adjustment, all buildings benefit from both lagoon and sea views, enhancing the overall experience, orientation, and value of the district’s built form.
Podiums are raised to form elevated landscapes, with shorter buildings within each plot enhancing spatial layering and program distribution.
Shorter buildings are placed to maximize park and boulevard views, enhancing visual connections and public interaction.
Building heights step down toward the harbour, preserving sightlines and enhancing openness and the waterfront experience.
The district comes alive as a cohesive whole, where attractions, activities, circulation, and public spaces combine to create a lively, engaging environment.
